Security Challenge
The numbers of border pass holders who travel between Thailand and Malaysia are increasing every year. Additionally, with the violence situation in the south, it is imperative for Bureau of Immigration to be able to correctly identify the holder of border pass. Until now the database of the border passes that have been issued and the inspection process at border control are mostly done manually and most of the records are maintained on papers making it virtually impossible to track the holder who went to Malaysia and did not come back in the timely manner. Multiple border passes are also often issued to same holder resulting in fraudulent accesses across the borders.

The Bureau of Immigration decided to implement IT WORKS e-border pass system which combines many innovative information technologies such as Biometrics technology and 2-Dimensional barcode to create the system that is both secure and convenient for Thai Citizens. At the border pass issue station, the citizens can conveniently register their information (such as national ID, name and address) by swiping their national ID card and then register their finger and have their photographed taken. The registered information including fingerprint template and color photo is stored in the 2-dimensional barcode which will be printed on the border pass. In the means time, the same information will also be sent to the main server to distribute border pass information to all border control stations.

Each time, the citizens want to cross the border using border pass, their information, including fingerprint and photo, will be checked against the database in the server. In the case that the network to the server is down, their information can also be checked against the information stored in the 2-dimensional barcode. The positive match allows the holder to cross the border, but a negative match will prompt the immigration police to investigate the holder of the presumed faked border pass. The system also captures the face on the border pass holder on the travel date as well as records their vehicle information.

Benefits

  • Avoid Fraud – By requiring fingerprint and photo authentication prior to crossing the border, the bureau of immigration can eliminated the fraud border pass completely.
  • Convenient and Secure - Citizens only need to touch their finger to authenticate that they are the rightful owner of the border pass. With detailed record of the border pass issued and border crossing activity, the bureau of immigration can effectively plan the defense strategy.
  • Improve Efficiency - With the e-border pass system, the bureau can reduce the workload associated with the border control issue and border control inspection activities.
